"Cannot start Outlook.  Cannot open the Outlook window.  the set of folders
cannot be opened. 'Microsoft Office Outlook' exited withouth properly closing
your Outlook data file
'C:\Users\AppData\Local\Microsoft\Outlook\Outlook.pst.'  Microsoft Outlook
must be restarted."

Try running the inbox repair tool (scanpst.exe) against the path/file
mentioned below.  Once it completes, try starting Outlook.  If it fails to
start this time, does Outlook start in safe mode?

How to start in safe mode?
Start > Run
Type: outlook.exe /safe
OK button

If it starts, it means you have a 3rd party application/addin that is
prohibiting from starting or shutting down properly.  You need to find that
3rd party thing and get rid of it.
