Email Send not Support in HTML format by Outlook 2007 Enterprise

I am using Windows Vista Business version and Office 2007 Enterprise.

I had set up that every email forward, reply, and send in html format,
however, every email send still appear as rich text format with weird symbol
like "?" in every sentense of my email.

Sometimes, it also appear my english word into chinese character.

What went wrong ?

That is not a valid option within Outlook. What exactly did you do?
