The maker of this Fax application must provide a .fax previewer. Windows XP
Fax and Vista Fax & Scan save files in .tif format, not .fax.

I don't care about any other program saving files... just vewing them. The
"Windows Picture and Fax Viewer" *WILL* view a .fax file. How do I tell
Outlook to use this application as the viewer?

AFAIK, you can't tell Outlook to use the Windows Picture and Fax Viewer as a
previewer. The available previewers are here:
