Send attachment to only few of recipients - not all.

I would like to send attachments to a list of repentants and only "copy"
others on the message without sending them the attachment. Is there a way to
add recipients who will receive a copy of the email and notice of the
attachment but not the actual attachment.

Only when you send 2 emails.

Only ONE copy of the e-mail sent regardless of how many recipients are
specified.  When you have, say, 10 recipients listed for your e-mail,
your e-mail client sends 10 RCPT-TO commands to the mail server.  It
then follows with *one* DATA command containing your message.  So those
10 recipients all get the 1 message.

If you want some recipients to get a different e-mail than other
recipients then you need to send different e-mails to each.
