Spell Check and Outlook 2003

Windows Xp SP2
Office 2003 SP3
Outlook 2003

Word set as email editor and html

User types a message and the spell check wont identify mispelled words in
red.  User must go to tools spelling and grammar and then it will identify.  
How do you make it stay all of the time without haveing to do extra step?

Are they typing in the signature block? Right click on it - do you see the
list of sigs?
