I never had problems with clicking "send and receive" on Microsoft Outlook in
order to receive new mail, but for ten days now I have not been able to
receive  new mail, although I can still send mail.

What happens when you try?
Also, without any configuration information it is impossible to help you
beyond guessing.

I also never had problems with "send/receive" until 5-24-08.  When I hit
send/receive NOTHING happens unless I have outgoing mail.  It sends outgoing
mail but will not receive.  The pop-up notification of progress box no longer
pops up.  My email configuration is identical to when the receive worked.  It
is not my providers service as I can get email on my PDA.  Please help.

Usually you get one chance per potential respondent to elicit a reply
from them.  If they skip your post because you gave them nothing to go
on and no context, often they'll just move on to the next post and never
return to yours.  Go read:

Same happen to me.  I used System Restore to a date when I was receiving
emails and the problem was corrected.  :-)

Same here.  I can receive mail with Live Hotmail to my MSN account, but not
in Outlook; started about 7/24/08 as far as I can tell.  Ran Office
diagnostics and no problems reported; no system changes, no new software
installed.  Just stopped. Vista Home Premium...
