A collegue has filed an important message (outlook 2003) in the wrong format
(it will only open as a notepad document) and I need to access it.  Any
suggestions on how to retrieve this?

If the message has been saved outside of Outlook in the Windows file system
as a text file and no longer resides in Outlook, then you cannot recover the
original format.
