how do I make plain text the default for my e-mail? Outlook 2003

When I send attachment to someone who does not use Outlook, they do not
receive the attachment.  If I know that they don't have Outlook, I can send
them plain text.  But now this is happening so many times that I'd like to
set my e-mail up so that Plain Text is the default (NOT let Outlook decide.)  

I use Outlook 2003.  Can you please tell me how to do this?

Tools, Options, Mail format, Compose in this message format: change from HTML
to Plain Text.

check the email address properties and make sure the contact is not enabled
for RTF. (Double click on the address in contacts to open email properties).
