how to add a preset mail message to the toolbar?

I would like to have a button that when pressed opens a new mail message with
a pre determined recipient already in place.

Right click an empty area of the toolbar, select Customize.  On the Toolbar tab, select New and give it a unique name (I use "Addresses").  Leave the customize dialogue open until you are done with this entire process.

Once you have your toolbar visible, go to the Commands tab and drag the New Mail Message icon to the toolbar.  Right click on it and select "Assign Hyperlink" - use the email address option to add the address of your choice.  Add as many as you like.  Once you are done, close all dialogues and drag the toolbar to your preferred placement.

Oh, and ALWAYS include your Outlook version when posting.
