Can't Launch Links in Outlook Mail

I have so many problems trying to bring up web links from a hyperlink that
is in my  outlook mail.
Sometimes it works and sometimes it does not.  I can't put my fingers on the
problem as to when it does this or not but it is frustrating.  I want my
Links (in my emails) to open in a browser as they did in my previous email
system.

HI JCO,
1. Open the INTERNET EXPLORER | TOOLS | INTERNET OPTIONS | PROGRAM | RESET
WEB SETTINGS
2. Please verify, that under INTERNET PROGRAMS the correct e-mail program is
selected.
3. Click to select the Internet Explorer should check to see whether it is
the default browser check box
4. When the Internet Explorer starts the next time, it will ask you to be
the default browser, please click YES.

None of the defaults were changed but doing this still did something
positive.
It seems to be opening links now.  Just hope it continues.
