How do I setup Outlook 2003 to use a background image in the body.

I am trying to figure out how to set Outlook 2003 to use a background image
in the body of all outgoing emails. Is there a way to do this?

Tools -> Options -> Mail Format. Select HTML as your default email format.
Use the stationery picker to select a background.
