I try to paste text from MS Word (2007) into Adobe Pagemaker and it won't let
me do it.  I get a message that says "unrecognized character set--ANSI used.
What does that mean.  How can I paste Word text into Pagemaker.

Seems Pagemaker can't deal with Unicode.

That seems more a warning rather than an error message -- PageMaker did
paste what it was able to deal with?

Depends on what happens. If it does paste, but does not handle some
characters correctly, it's probably a limitation in Pagemaker you have to
live with.
If nothing at all pastes, even for some simple text, you might try pasting
somewhere else (say Notepad), and then from there to Pagemaker.

The last update of Pagemaker happened in 2004. Though that's a while ago, I
can't really believe it can't handle whatever Word puts on the clipboard...
Maybe look into the Adobe forums:

Have you tried saving your document as RTF and using Pagemaker's Place
command? Not quite as convenient as pasting, but it would work and it
would keep any formatting.
