Page number problem

Using W97
On my book I have:
Headers and footers - different odd & even, and different first page.
Section 1 (cover), odd page following, no page numbers - OK
Section 2 (TOC), odd page following, page number is i, ii, iii - OK
   page following (even) no number shown. - OK
Section 3 (Part One - title) odd page following, page number is 1 - OK

Section 4 (first chapter) odd page following, - page number is ALSO 1 - from
there on numbering is ok.

Question: why is Section 3 starting with number 1 instead of 2?

I have spent hours, but can't find the right combination.

With the caret in the appropriate section, pick Insert > Page Numbering >
Format > and then check the Number to Start From.

With the insertion point in the footer that is restarting at 1, click the
Format Page Numbers button on the Header and Footer toolbar and change it
from "Start at 1" to "Continue from previous section." The remaining
sections presumably already have this setting. When you create a new
section, it tends to inherit the setting from the previous one, and you had
restarted numbering in the previous section (a lot depends on the order in
which you create the sections, as they're all set to "Continue" until you
change them).

I had tried the "same as previous" box but missed the "Format Page Number".
So simple when you know what you are doing :-)
