Getting a table entry to update elsewhere

Word 2003 on XP

I have a situation that is rather difficult to explain. I have a doc from
our engineers (it's actually a test plan, if that rings any bells).
In the body of the doc is a series of instructions: Turn unit on, check for
this, plug in that, read this, etc. Each step has to be given a number. That
number has to appear later in the Data Sheet, so the need is for a series of
numbers for the tests that can be cross-referenced into the Data sheet so
that if the test number changes the data sheet will automatically update.

The best we have come up with ourselves is to create a table for the tests
and put a header in column 1 of the table and then we can cross-ref back to
that header from the Data Sheet.

The problem with that is we get a bunch of extra headings appearing in the
toc. Does anyone please have a more sensible way of doing this please?
