correct managed MAPI failure in Outlook 2003 for XP

How do you correct the problem with an error message that states "managed
MAPI catestrophic failure?  Also in the error message was - could not start
CLR required to permissions cannot be acquired.

The CLR (.NET Framework) is failing to start up and everything in BCM
depends on it working properly.

Did you just install BCM, or had it been running for a while?

-Checked for different version of office in the computer.
--Removed the other version of office from the computer.
--HKLM\System\Controlset001\Services\MSSQL$MicrosoftBCM,MSSQL$MicrosoftSMLbiz
  and MS$MicrsoftSMLbiz from C:\Program files\Microsoft SQL Server
 also HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft SQL Server
 HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft SQL Server
--Renamed the Microsoft SQL Server to Microsoft SQL ServerOLD
--Uninstall the Microsoft.NET higher version and reinstall the Microsoft
.Net
Framework
--If Microsoft .Net
--To uninstall the Microsoft.net frame work
 1.)  Go to Add/Remove Programs and uninstall the .NET Framework listed
there.
NOTE
- If the uninstall fails or gives an error similar to the following, go to
the 2nd

part of this SOX.

2.)  Restart the system to see if .NET Framework appears on the Windows
Update
Site.  If it does not, you can reinstall the Framework from the XP CD by
doing the

following:

    a.)  Insert the Windows XP CD, and select Perform Additional Tasks.

    b.)  Select Install .NET Framework, and install as normal.

If the uninstall of .NET Framework gives an error or says "The patch package
could

not be opened" then do the following:

1.)  Go to support.microsoft.com and reference article 295823 to download
and
install the Windows Install Clean Up utility (msicuu2)

2.)  Run the utility and remove the reference to .NET Framework.

3.)  Click Start, Run, and type Installer and click OK.

4.)  Click on View, Details, and then Right Click the Date Modified Header
and
select Comments.

5.)  Find the file commented for .NET Framework, right click and select
Uninstall.

If it is not there or if it will still not remove, continue on.

6.)  Go to Start, Run, type in System32 and click OK.  Delete the folder
URTTemp
and the file mscoree.dll

7.)  Go to Start, Run, type in Microsoft.NET and click OK.  Open the
Framework
folder and delete v1.1.4322 folder if it is there.

8.)  Open up Registry Editor, then locate, back up and delete the following
keys -

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\NET Framework Setup\NDP\v1.1.4322 and
also
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\.NETFramework\policy\v1.1

9.)Clear the contents of the %temp% folder as best as possible, and disable
any
antivirus/firewall software.  A clean boot is usually the best way to go.

10.)  Restart the system and check the Windows Update site for .NET
Framework, or

Hi Suren,

That is a lot of detail, but I will give it a try.  It has been months since
I worked behind the seens.  Before I try that, what comes after the or, on
#10?

Hi Luther,

It must have been running for a while.  I had this system for 1 year and
this is the first time I have been receiving that error message.

Hi Karl

This issue is casued becasue of .Net Frame Work corruption try removing all
version of .Net from add /remove and if you have the BCM v1 disk run the
file called dotnetfx.exe
