Not out of the box. But you can write a program can read web-data and create
a business contacts. On BCM blog, there are some sample code that shows how
to create business contact. Blog also has link to BCM developer guide.

I am not saying the code for exactly what your are looking for is available.
There are some code samples that show how to program against BCM. Look for
BCM developer guide link on blog and you will find how to write code to
create BCM contact in the developer guide. You will have to do some
programming.
