Problem creating offline database

I am currently using BCM 2007 with a new installation.  Database is on SQL
server express on a Windows 2003 server.  The dtabase has been created using
the new db creation tool.  When I go to connect to the new db and set the
offline db, I get an error denoting that the offline db cannot be created.  
No other error etc.

  Any ideas?

Hi Jim,
   Can you check if sql server is installed on your client machine and is
it running? You can verify that by creating a local bcm database on the
client machine and seeing if it works.
