'Limited' user acct unable to open bcm database

The knowledgebase article says to make the user a member of bcmusers group.
1. How do I do this under win xp home ed?
2. What/where are the specific folder/file permissions needed?

Hi,
Adding a user to the BCMUsers group is required when the user is not an
administrator on machine.
In case of win xp home ed, all users have full control. In short, all users
who logon to a win xp home machine are administrators. Hence adding them to
the bcmusers group is not required.

For doing this on an xp pro machine, please see the following in Business
Contact Manager Help:
Database Operations--> Troubleshoot database operations -->I received a
message that stated there was a problem connecting to the database engine
