We have a shared database. We want to have the same categories for all users.
Is there a "master category" list that applies the same categories to all
users? How do I use it?

When you click on the Categorize Button, towards the bottom of the drop down
list is "All Categories".  I think you should be able to do what you want
from there.

If you want another user to have a certain category pop up in their "All
Categories" list you could add a contact and assign it to that category.
