After finding the outlook.exe in my 'C:\Program Files\Microsoft\Office12\'
directory, I right clicked on it and chose "Run as administrator". Then I
got the window asking permission and it then launched Outlook. I went to the
Business Contact Manager pulldown and selected 'Database Tools -> Manage
Database...'. I followed the same steps described below to restore the
previous database and I received the same messages, including the one
telling me "you are not authorized...".
The explanation in the link you provided seems very reasonable, but isn't
working for me. Any other suggestions are greatly appreciated.

Don't panic, you data is still there, and you just have to give it an
extra nudge to get around some permission issues.
The likely reason you're getting this message is that the combination
of machine and user name isn't exactly the same.
First try the suggestion here:

I figured it out. I noticed after closing Outlook, it was still listed as a
running process in Task Manager. So when I tried running as an
administrator, it was probably just launching from the existing running
process and not changing the mode. After I ended the process in task manager
and launched Outlook as an administrator, the restoration of my older
database worked.
