2007 db won't open in 2008

A Vista PC using MOA 2008 can't open (restore) a database from an XP PC with
MOA 2007 because of Error code 5 (access denied). Both versions have Outlook
2007 BCM. Why doesn't the 2008 MOA open the 2007 MOA database?

DO you have the exact same user ID's on the new PC as the old one?  It's
probably a user permission issue...
