In Outlook2003w/BCM, it's possible to create new "Contacts" folders using
New (drop down arrow) > Folder > Folder contains [Contact Items]...
...But is it possible to create a second or third folder called "Business
Contacts in Business Contact Manager--Houston Branch" or something like
that?
I think the answer is "no", but thought I'd ask. Why wouldn't it be
possible anyway?

The answer is no.
It's a decision made by the BCM team (otherwise sub-folders would work,
just like in other Outlook folders), but I don't know why.
I've heard that future versions of Outlook will allow you to add
something called "Search Folders". The contents of the folder will be
based on a filter users specify, so one could create custom folders
like you describe.
