Hi,
Are you using an Exchange profile? Microsoft officially does not support
using BCM with an Outlook profile that includes an Exchange account, unless
that account is on a Small Business Server 2003 machine and you have
installed the corresponding patch for BCM from
http://support.microsoft.com/?id=831747.
To use BCM, create another profile without Exchange account and associate
BCM with it.

I am NOT using an Exchange profile. Any other ideas on how to
activate/create the file that allows Business contact Manager (already
installed) to start - and show items within the help menu?

Hi Wally,
Try the following to associate Business Contact Manager:
1. In Outlook, go to File --> Data File Management
2. Click the 'Add' button in the "Outlook Data Files" dialog box
3. Select "Business Contact Manager Database" and click "OK".
4. You should get the Wizard for creating a new database. Please follow the
instructions.
