What is the best way to back up Outlook BCM data?  I have a Pop3 server that
delivers mail to the standard Personal folders.  So where is the BCM data
stored (Must be a version of SQL installed with BCM) .

The BCM data is stored in an MSDE database. You can use the backup utility
off of the File menu to backup the Business Contacts and Acconts.
