I am trying to share my calender with others on a Microsoft Exchange Server.
I recently updated my computer to XP Service Pack 2 and now when I add a
delegate, I am unable to change the permissions for that delegate.  I wonder
if there is a security setting that I can change that would allow me to
change the permissions on my new delegates.

What happens when you try to change permissions?

The button for permissions under the delegates tab is unavailable.  I can see
it right above properties, but it is faded like I don't have access to it.

On the dialog for the folder, do you see the Permissions tab?

Yes,  I  can see the permissions tab but unlike the add, remove, and
properties tab which become bold when I select a delegate's name, the
permissions tab stays faded out.

I'm talking about the Properties dialog on the folder, not the Delegates tab
in Tools | Options, which sounds like what you're describing.
