In Outlook 98 & 2000 it was possible to add an item as a shortcut, rather
than as an attachment or text. This meant the item could be ammended and the
shortcut would then always point to the current item details. This option is
no longer available in Outlook 2003, is this by design or is there a registry
change that enables it post installation?

It's there, but only in rich-text items. I don't know why it was designed
that way.
