Changing timezones

I'm moving from Cali (PST) to DC (EST) and changed the time zone in Outlook.
Outlook then changed my annvs, bdays and daily events into 2 day events as
the time changed from PST to EST.

How do I make a universal change so my events are back to 1 day events?

This is the official solution from MS.

Wonder if it can be custom programmed for users that switches timezones frequently ...
