How do I get a pop-up reminder to come up in a 2nd calendar I cre.

I have created a duplicate calendar in Outlook, but the reminder won't come
up because it says:

Reminder will not appear because the item is not in your calendar or tasks
folder.

Correct - reminders only fire for the default folders, not ones that you
create.  You can use an add-in programmed by Microsoft Outlook MVP Ken
Slovak called Extended Reminders to have reminders fire in non-default
folders in the default mail store.
