open outlook right on the top of the GUI is start page and search the
web icon,
You must have standard, advanced and web tool bars active

Okay - when I used your steps (don't know why anyone would use Outlook as a
web browser) and I click on the start page (msnbc) and then search the web,
MSN search appears. Do you have a defined search engine set as a default
for searching?
