Outlook should let me resize the task panel column.

Outlook lets me resize columns within the task panel, but it won't let me
resize the width of the entire task panel so I can se my task list.  It looks
like I should be able to drag it, but it doesn't work, and there is no resize
column width option in this view.

No, it is resizable in predefined increments, not on the fly.  It has always
been this way.

the (insert latest virus name here) virus, all mail sent to my personal

After furious head scratching, wanderlens asked:
