Meeting invite entered into calendar 8 hours off

Each time one of my team members accepts my meeting invites the meeting is
entered into their calendar 8 hours off.  We are both in the PST time zone
and I have confirmed those settings.

I am running XP with outlook 2003
he is running 2000 with outlook 2000

Check your calendar time settings (including DST) as well as the system
clock settings (including DST).
