Color label text changes in public folders

Using Public Calendar folders in Outlook 2003 with Exchange on SBS 2003.

When we first setup the Public calendar folders, we changed the labels for
the colors. It has been several months since than and whenever we go into
edit labels it will let us change it, but within several minutes it will
change back to whatever was in it before. What am I doing wrong?

Colors on the calendar are stored as per user view settings.  Is this issue
happening with the same user or different ones?

When we first setup the calendars, we changed the colors from one users
workstation and everyone was able to see them.  Now we have tried from
several different users and it will allow us to make the change and then
several minutes later will switch back to what it was previously. So yes,
everyone is experiencing the same problem.
