default for "All Day Event" time

When I make an appt and click "All Day Event", my time defaults to "free".  
How do I get my time to default to "Busy"?  I tried creating a new form, but
that does not save the "busy" status for some reason.

You can't.  It's a case of having to remember that Events default to Free -
many people get confused by this.
