If I forward a meeting invitation that i received to someone else they
receive it as though it is from the original organizer of the meeting.  And
so when that person replies, the message goes to the original organizer as
well.

Can this be fixed so that it  comes from me and i get the responses for the
invitations that i forward? Are there settings that can be changed?
(We use Outlook 2002 SP2 and Exchange 2000)

That is by design for the original meeting organizer to be able to count the
attendees and non-attendees.  It is working as expected.  You could alway
set up a meeting to send to your recipients but they would not show on the
organizer's calendar.

Hmm, interesting.  Well if that's the design I guess there's not a whole lot
more that we can do.  Thanks for the info.
