schedule a conference room as an attendee?

We have a public calendar where all agency meetings are scheduled. I need to
be able to setup a meeting of attendees (to their personal calendar), but
need the invite to populate to the public agency calendar. (so I don't have
to duplicate efforts)
Can I do this?

the (insert latest virus name here) virus, all mail sent to my personal

After furious head scratching, GR asked:
