I would like to alter the working time in outlook 2003, but the times are
greyed out on the panel. I can alter the working days, which day the week
starts on etc, but not the start and end times.

Any ideas as to where I can alter them please

What version of Outlook and is this a corporate installation or a home
installation?

Check with your IT support to see if it has been locked down - corporations
