how can we make "All Day Events" default Busy?

In Outlook a new All day event comes up with the Show time as FREE.
Our conference room resources do not Decline conflicting meeting since the
time is Free and not Busy.

(it's too much to ask our users to ensure the block of time is Busy not Free)

Thanks for any help, or commiseration!

An all-day appointment displays time as busy when viewed by others, while an
event or annual event displays time as free.  So you'll probably want to use
all-day appointments so the time shows as busy.  

You can also make a change in Tool, Options, Calendar Options, Resource
Scheduling and check the first 2 boxes to automatically decline conflicting
meeting requests.
