Free/Busy on File Server not working w/ OL2003

I was successful in getting a coworker's PC to publish free/busy info to our
file server from Outlook 2000 and when I invite her to a meeting I get her
time info; however, the same settings in my PC for OL 2003 isn't publishing
my info to the server and she gets the error message that my free/busy info
isn't available.   When I check the folder on the server there is only one
file -- hers.  Why isn't my OL publishing?

UPDATE:  I figured out how to get my OL 2003 to publish the free/busy
information and created the vfb file on the server; however, my coworker
using OL 2000 still cannot retrieve my free/busy information when she tries
to schedule a meeting.  Any thoughts?

Another update:
I just checked her account settings and the OL 2000 is set to IMO mode.  
Should she be running in CW mode?  Would this perhaps help?

Maybe if we can figure out the downward compatibility problem we will solve
a lot of problems for a lot of users out there.

I have a similar issue, where everyone uses Outlook 2003, with POP email only
- no Exchange server.  Everyone access vfb files via a secured FTP server,
using their own user id and password.

Summary:  90% of our users work fine.  10% do not.  For those not working, a
vfb file is created, but the icon looks different, and the file cannot be
viewed, renamed, nor deleted.  

Everyone (including those with apparently corrupted vfb files) can view
free/busy time slots for anyone, except of course or those corrupted vfb
files.  

Even for those with corrupt vfb files, they get success messages when they
click Send/Receive - Free/Busy Information.  We tried isolating to FTP user
id's but that did not matter.  We tried the  Outlook.exe  /cleanfreebusy
switch too.

I am perplexed also.  Outlook logging did not reveal anything.

Any updates would be very much appreciated!
