Meeting notifications not being sent

Hello,

I am using Outlook 2003 on an Exchange 2000 Server.  We are fully patched.
When I move a meeting that I am one of several invitees, Outlook simply
moves it in my calendar.  It does not prompt me to send notification to any
of the other invitees or even the organizer.  Actually, it simply moves the
meeting in my calendar and does not notify anyone, even the resources.

Has anyone else had this issue.  I seem to be the only one in our org. with
this issue.

I am simply selecting the appt in my calendar and picking up the meeting and
moving it to another spot in my calendar.  Outlook will let me move it even
though I am not the meeting organizer and there are other invitees.  I never
receive a prompt to send notification or any kind of notice that I am not
allowed to do this.  I just noticed someone else on this board is having the
same issue (see posting: User not sending cancellation notification).

Any guidance would be greatly appreciated.
