share calendars without exchange

Is it possible to share calendars, create public calendars without exchange
server? I have a small network and would like to provide scheduling
functionality but I don't want the added expense of Exchange Server.

Will tools like the Integration API provide programmatic access to the
calendars residing on different computers. Thank You.

No, Exchange is the preferred method for sharing information in public
folders.  You can look for other solutions on slipstick.com.
