Sending an appointment from a public calendar to personal

How can I ensure that an entry in a public calendar automatically updates my
personal one.  Don't need it to work the other way.

This type of synchronization is not built into Outlook. See http://www.slipstick.com/outlook/sync.htm#exssync for possible solutions.
