How do you prevent an EXECUTIVE from changing his own calendar?

Is there a way to STOP a user (exec) from changing entries that a delegate
makes?

Example:
We have an EXECUTIVE who I am told to NOT allow him / her to make changes to
their OWN calender which is being created by a secretary. How can I give the
delegate the permissions, but take them a way from the user themself.

You can't - the default permissions on one's own mail store is author/owner.
Sounds like a bit of training is involved in your future.

One idea I have had is to hide the "NEW" buttons and customize his outlook so
making new items does not appear, but this doesnt work with Outlook web
access. I can't customize menus. I do not think he will try that hard tofix
this.

I was also thinking of perhaps making him a delagate of another inbox and
forwarding mail to it but I do not know how this would work with OWA.
