Schedules show as free when Out of Office is on

I have several users whose schedules recently started to appear completely
open to someone scheduling a meeting/appointment when their out of office is
turned on.  Any ideas?  We're using Outlook 2003 and Exchange 5.5.

what is their free/busy setting? Are they publishing? did you try opening
outlook with the cleanfreebusy switch?
