We use exchange in our small office, and public folder with calendars for
each user. We are constantly having problems keeping users calendar's
up-to-date b/c outlook seems to default to the main calendar when "new"
appointment button is used. Is there a way of automatically synching personal
and public user calendar?

Can I ask what you're trying to achieve by using the Public calendar which I
expect is a Public Folder?

Which version of Outlook are you on?  There may be much more effective ways
of doing what you want.
