Public Calendars

We have Exchange 2003 and Outlook 2003.  We have public calendars we have
been using to schedule conference rooms.  The Conference rooms don't showup
in our GAL to select as a resource when scheduling a meeting.  I'm not sure I
want them in the GAL either.  Is there a way to schedule the public
conference rooms when I create a meeting in my calendar?  I could schedule
from the public calendar but then I don't get meeting accept/deny replies.

By public calendars, do you mean calendars in Public Folders? If so, then you're seeing expected and normal behavior. The link Milly suggested will explain how to set up the calendars in mailboxes instead.
