Are you sending over the Internet or internally? If Internet, right click
on the addressee and select properties (Outlook 2003 Outlook Properties) and
then change the format to always send using Rich Text Format.

We are sending them internally through a local server.

Ensure you do not have the addressee's contact marked as sending plain text
only.
