Between May 30, 2005 and August 14, 2005, our work day starts at 7:30 am and
ends at 4:30 pm.  Starting time is 8 am and quitting time is 5 pm the rest of
the year.  How can I set Calendar 2003 to display those summer/winter hours?

You will need to change it at the start of each season -
Tools->Options->Calendar Options.
