How to set up Outlook 2000/ Exchange 2000 to synchronize f.e. public and
private calendars (either in one (public->private) or other (private->public)
way). Is, at least, one of this ways possible without any third party tools?

This type of synchronization is not built into Outlook. See http://www.slipstick.com/outlook/sync.htm for possible solutions.
