How do you schedule conference rooms in Outlook?

Mailboxes have been set up for our 6 conference rooms.  The
mailboxes/calendars are used to schedule/reserve a conference room.  Full
access is limited to 6 individuals.  All other employees are able to "invite"
a conference room to their meetings.  We are having problems with double
bookings.  What are the best practices for managing meetings scheduled in the
conference rooms?

account will be deleted without reading.
