current versions of outlook do not support calendar overlays. The closest
you can do is outlook 2003's side by side calendars.

Ok, then how about my having two calendars - one on the server and one in my
personal PST, and having them both synchronize to the same third calendar
located in my personal PST?
I'm trying to find a way to have everything on my system, but still share
some items from my calendar via a calendar on the server.

Keep everything in your own calendar and then, for those few things you wish
to share, copy them to the public calendar.

Ok, so the answer is "NO" - there are too many items to do this manually, and
I can't rely on remembering to copy them all.

I can't recall if there is a utility already available or not - look in the
calendaring section at slipstick.com. also check out outlookcode.com for
code samples.
